Scots, NI and English courts are not distinct from nor separate to the legal constitution of the United Kingdom of Great Britain. There is no distinction on this matter. They operate within it, not outside it. You are subject to the union whether you like it or not.

Tabling resolutions at Conference isn't really something that's within his gift. He can ask the Conference Committee to consider placing his resolution on the agenda, nothing more.
