Also a referendum literally cannot happen if the British government doesn't approve it. This was settled in court in 2022. Reform winning power makes a referendum less likely, not more.

Why would the government have to buy out quota? Gov't policies change all the time. Is it generally the case that gov'ts make those who previously captured the rents from those policies whole for the expected net present value of all future rents from those policies?
