If governments want to tax options (exercised or "deemed exercised") or shares on private companies with speculative future value, they should do it by taking a portion of those shares/options as payment. Put them in a sovereign wealth fund. Align incentives with founders.

You should be able to pay your taxes on unexercised share options by remitting a portion of them to the state.
I figured out a better way of doing this: government gets a percentage of every new company at the incorporation stage. That equity goes straight into the sovereign wealth fund.
