Most EF rating wind speed ranges span about 25 mph between the lower & upper bounds. EF4 is the exception, with a wider range of approximately 35 mph. Reducing the EF5 threshold to 190 mph would help standardize the ranges, narrowing the EF4 category to better match the others:
