Scottish follwers. The government up here thinks that if a mother wants to feel able to take her small boy somewhere with her, a loo or a DV shelter, say, this is the start of an argument for letting some men in women's spaces. It's too sleekit to say it out loud, though.

They also make a thinly-veiled reference to the old 'lesbians will get kicked out of toilets for looking like men' trope. Lesbians must not and will not be used as a wedge to allow men into women's spaces.
