It's not much better today, by the way. Personality is only considered and evaluated by a minority of evaluators. Social trends have returned to a gleeful release of true psychopaths alongside the troubled individuals who merely need treatment. Expect a future backlash.
The tragedy is that there was definitively over-incarceration. Our society was and is so allergic to identifying personality pathology, that mass inc. was the only way to reliably capture and isolate the important 10-20% of truly psychopathic offenders (~1% of general pop.)
