Good to see empirical work on this subject. The theory has been known for a while but now there’s evidence. A number of putatively “pro-renter” policies actually harm renters.
If make it harder to evict people, you increase homelessness. Laws which provide legal counsel to defaulting renters are completely counterproductive, and actually increase homelessness by 13%. Thankfully, there’s a better way. 1/
Higher land prices are not good for America or Americans. It directly reduces housing production. At minimum, foreign entities should pay significantly higher local real estate taxes for sitting on land. If they are investing in or building things … that’s a separate question.
