Excellent piece by @joshualipsky. "Dollar dominance" means many different things. The parts of it that are critical to national security could erode faster than others—especially if the U.S. fails to invest in upgrading payment systems that were built half a century ago.

This is exactly right. This may be the best chance Congress gets to ramp up pressure on Russia during Trump’s term. I hope they don’t waste it by passing a bill that Trump will never implement.
Don't take the Graham sanctions bill at face value. The US will not impose a 500% tariff on China over imports of Russian oil. It is not a credible threat. And even if it worked, Russian oil cannot simply be removed from world oil supply, at least not at once. My comment for NYT:

I hope Congress will enact Sen. Graham’s Russia sanctions bill. But to be clear, @POTUS already has all the legal authority needed to do everything in that bill. No need to wait. Sanction ALL Russian banks & ALL energy exports w/ secondary sanc on 3rd parties who trade in oil.
