NEW: Matt Wrack has been elected as the new permanent general secretary of the NASUWT teaching union. He secured 5,249 votes, defeating Neil Butler who received 3,126. Voter turnout was just 4.7%, with only a small fraction of the 178,306 eligible members casting a ballot.
