Going by this, can anyone of India's defense procurement stakeholders unequivocally say that their purpose is to build out India's defense ecosystem?

I don't understand the messaging of the Indian State. Operation Sindoor is just temporary halted and not suspended, is what they have officially announced. Meanwhile, India will play Pakistan on September 14th in Dubai during the Asia Cup.

If GOI was smart, it would strategically target QCOs to products that protect domestic manufacturing (where we have enough capacity) & not stifle labour intensive manufacturing by removing some QCOs where China isn't heavily invested in anymore (like apparels).
