LAs will be seeing more appeals if banding replaces specified & quantified provision in EHCPs. Hope local SENDIASS & PCFs are on the ball about this
The approved plans will see Leicestershire replace EHCP hours based top-up funding with a “banded model” — grouping pre defined "levels of needs" into pre-set funding bands. Officers say it will make decisions faster, fairer, and more consistent across schools.

If they want mainstream schools inclusive & less EHCPs, then they don’t need to scrap EHCPs/change the criteria - as if schools become more inclusive there will be less children needing EHCPs. But you have to make schools more inclusive FIRST & leave the legal entitlement alone

At Leicestershire County Council’s Cabinet on 15 July, Cllr Michael Squires called special schools “detrimental” to children’s independence — remarks that rightly sparked anger. But while his rhetoric drew headlines, the real story is the EHCP policy shift he was backing.
Spielman’s views are delusional & unreliable to claim EHCPs would fall post 2014. It extended to CYPs 0 to 25 yrs, when Statements were 4 to 18 yrs, added 10 age-group coverage, 0 funds, burden fell on schools. 🚨Plans to redefine ‘necessary’ ie less prescriptive & unenforceable

Where to start? How do mainstream schools set up SEND units that will meet the wide range of SEND that the system is currently dealing with? If their range is too wide, they won't have sufficient expertise, if they are specialist how does every child who needs them access them?
