Actually, the verb “submit” does not appear in vs 22 in the oldest Greek texts. It is borrowed, correctly, from the preceding verse (…submit to one another…) thereby connecting these two ideas. Verse 22 is an application of verse 21. As is what follows.

A great theme in the Torah, Wisdom books, & NT Epistles is we have a moral obligation to honor traditional culture norms unless they are in direct violation of God’s commandments. Social stability is inherently good. Submission to ancestral wisdom is good.
A moral act consists of - object (what the act is, must be according to the law of God/nature) - principle (faith) - ends - circumstances (time, place) All must be good for it to be good. If one is not good, it’s sin. If the object itself is sin, then it’s intrinsically evil.

The PCA does not need to modify GA. We are grassroots. Grassroots is messy. Sending delegates to a smaller assembly is less messy, but it’s not our polity. You can either have grassroots or top down Episcopalianism, but not both. I prefer the messy.
