Let me help you with math: There are 1.1 million Az kids in Az charters and districts. w 1.9 BILLION carryover according to @RealTomHorne. That's $1,786 per kid. There's $444 million stockpiled in ESA accounts w/ 85,000 kids. That's $5,223 or a nearly 3-to-1 difference.
