Good question. The U.S. Constitution (Article 1) gives Congress “exclusive Legislation in all cases whatsoever” over DC. It could nullify any law or agreement - even end our Home Rule government itself. Trump doesn’t have such power … but could influence Congress to act.
Admittedly I have next to no clue about DC law and governance, but isn’t the whole point of the law Congress just passed giving DC control over the RFK site is that Trump has absolutely no leverage or say over this at all? What am I missing? Cc: @tomsherwood
