If Trump uses INA §212(f) to suspend H‑1B visas, it mainly blocks entry for new foreign workers abroad. It wouldn’t stop international students already in the U.S. from getting H‑1B status (via change of status) or stop existing H‑1Bs from renewing or switching jobs.
