What's your thesis for why nobody was ever caught, despite such a plan requiring a widespread conspiracy and despite Republicans controlling statewide offices and legislative chambers with investigatory powers?

Baltimore adopted a set of woke law enforcement policies exactly 18 years years after black and Hispanic birth rates started dropping off a cliff, in 2007. It wouldn't have mattered what policies they implemented, you would have seen roughly the same decline in crime.
