It's true that many of these people are addicts; it's also true many of them enjoy drug use and dislike the idea of trying to kick drugs, be responsible, and obey rules.
i think Mark is correct on this. The reality is a segment of the population prefers life on the street, stoned, to holding down a job and housing and responsibilities, and street encampments with very lax rules encourage this.
Actually I don’t think this is entirely true; if you’re an addict/drunk not having a homeless encampment to fall into would increase the incentive to deal with your issues keep a job and a roof over your head. Encampments attract people and grow the population of homeless.
