The US Olympic & Paralympic Committee sent a letter to lawmakers about the House's SCORE Act, urging them to make amendments to the bill to prevent negative impacts on non-revenue sports. It is clear the USOPC does not believe the Act goes far enough.

Whether the executive order even comes to fruition remains a murky topic. But the draft is believed to be an updated and similar iteration of an executive order drafted in May that, along with a presidential commission, was paused to cede to potential Congressional legislation.

The College Sports Commission doesn’t have any legal authority to declare whether a business is operating for a valid business purpose. As a result, its memo declaring that collectives aren’t operating for a valid biz purpose is likely going to lead to litigation.
