Easily fixed by raising the minimum salary significantly and adding a yearly cost for maintaining the H1B, making it materially more expensive to hire from overseas than domestically. I’ve been very clear that the program is broken and needs major reform.

can't agree with this more. why are we default letting go of the high-skilled workers we spend $$$, time, and resources training? I hold an O1 and an EB1, but didn't get a green card in time to be eligible for most fellowships & grants (and I'm Canadian!)
Earlier this year, I saw posts about the highly coveted NSF Graduate Research Fellowship award decisions. Unfortunately, international students are ineligible, as is the case with many federally funded fellowships. For @IFP, more on why this matters and what can be done.
