radical idea- remove highways from Jersey City and turn the Holland Tunnel, Canal, Manhattan Bridge, and Flatbush Ave into a Brooklyn-NJ electric BRT and high capacity bikeway
Philly and the collar counties should be allowed to raise revenue to fund SEPTA in addition to a state contribution and tie any new taxes to a specific capital program - that program should include reimagining regional rail and the boulevard subway at a minimum
