Regionally and nationally (2007), countries can be grouped by time-preference like this. I bet Eastern Europe and China would have lower time preference today, as the effects of insecure property rights and poverty from Communism dissipate.
Time preferences: hyperbolic discounting curves by world region, 2011. A sharper initial drop means more present bias, meaning higher time preference (consume immediately, save less, look to the future less).
