Also should go without saying, but "openness to immigration/immigrants" in the abstract is not a requirement of successfully recruiting foreign experts ("brain drain") and can even backfire. Think people saying London has lost its charm.
The PRC, with the world's least foreign-born population, shows how to do "brain drain" the right way: identify small numbers (50-100 per year) of experts in key areas and pay them huge sums of money (4-6 million RMB) to work in the PRC and transfer their skills to Chinese.
It's possible to imagine a world in which the TAP was seen as a disaster (as industrial and tech transfer to China is sometimes seen and could turn out to be), say if the 70s rapprochement between Western Europe and the USSR went somewhere.
The Marshall Plan was mostly money, these transfers went under the banner of the Technical Assistance Program (TAP) which was added to the Marshall Plan to reduce the US trade surplus with Europe and Japan.
