I’m not the first person to say this, but I also don’t think that you can try to use force to get people to move to an area they don’t want to go to. They will either try to find some workaround, or they just won’t sign up in the first place.

Which isn't a knock on those people, it's human nature. If a person has the ability to live in a nice area, they will usually do that. And TBH it's a pretty hard sell for one's family to try to get them to live in a less desirable area, all for the sake of the greater good.
Huh. We'll see I suppose. I think in general, whenever there has been an attempt to recruit people with the notion that they will stay in underserved areas, there has been a tendency for those people to want to live in the same areas everyone else wants to live in.
