At CSIS we had so many rules and policies about what we could collect, how we could collect it, what we could use it for and the decision making process. It always amazes me when other govt officials seem to make arbitrary decisions. I’m so interested in their process.
What criteria did they use to evaluate the values of the concert? Was there an attestation or was evidence collected against the group? Who collected the evidence? Under what mandate? What standards were used in the analysis? Is there a process of appeal?
