"Talk to key stakeholders" just means "give us more notice so we can undermine your efforts to enforce the law from the inside". What kind of local council leader objects to the police arresting people breaking the law?
This is outrageous. I want to be abundantly clear that the council were not informed of this and the first I heard was when someone sent me the social media link. If the Home Office wants to descend upon people in this way the least they can do is talk to local stakeholders.
