NEW: @RepDonBacon just told me and @MariannaReports he is a YES on rescissions pkg. He sees it as better than when it left the House bc PEPFAR is protected. What about PBS? He told us he still expects @SpeakerJohnson to hold up his deal to fund stations in Sept.
