I was too dismissive of the Muslim exegetes' claim that "Dhū l-Qarnayn" refers to the fact that he reached the furthest western and eastern reaches of the Earth. Okeanus is often depicted with two horns. Here's a 5th-6th cent. mosaic from the Petra Church in Roman Arabia.
