In sum, even with a millionaires' tax, there isn't enough money to give everyone everything, so priorities must be established. That basic reality applies to all gov't services and is worth keeping in mind when activists demand ever more services, higher spending & higher taxes.

We've literally been saying this for years. So-called "workforce housing" requirements don't incentivize more low-cost housing, they suppress it. Portsmouth's taken some positive steps on housing in recent years. It should scrap this regulation and let builders build.
