Rome is literally within this territory. Medieval Holy Roman Emperors were crowned in Rome. It's called Roman because Pope crowned Charlemagne in Rome in 800. There were prominent Roman families like Colonna who were Ghibellines. There was always some connection with Rome.
Funniest part about the Holy Roman Empire is they just called it the Roman Empire, so you had a German Emperor "ruling" this territory and insisting it was the Roman Empire
