Fields convincingly argues based on the primary sources that Meletius and Damasus reconciled before Constantinople I--hence the deal that Antioch would be represented by whichever Antiochian bishop would live the longest. St Flavian broke the deal & was received by C1.

Neither Meletios, Gregory of Nazianz, nor Gregory of Nyssa thought Rome was out of communion. That's why the 3rd canon of C'ple (381) ranked Constantinople as 1st *AFTER ELDER ROME*, because the latter was clearly understood to be in the unity of the one Church.
