The change in the "target" shows how deficient the whole methodology is. At the stroke of a pen it can change. More are being permitted because developers don't want to build out ones with planning permission. It's a game. Developers 6 - Government 0.

Because most of these new homes will be unaffordable to most people..especially the younger generation..and even “affordable” is 80% of current market value,..then it’ll be investors buying up housing stock to rent out .. housing crisis not solved 🤷🏻‍♀️
