There is nothing 'uncontrollable' about handing out ILR grants. The Home Office could stop tomorrow, they have total control over everyone they grant settlement or citizenship to.
This line from a Home Office letter — “settlement is dependent on many uncontrollable factors” — is revealing. Settlement is a status conferred on migrants by the government based on criteria set by… the government. They can control ALL the factors. They just don’t want to.
They aren't 'asylum seekers'. They aren't 'irregular' migrants. They are illegal migrants. And they should be treated as such.

Until action is taken to reduce the UK's initial grant rate, and final grant rate after appeals/new claims, and until benefits given to 'asylum seekers' are drastically curtailed or removed, we will continue to be a magnet for economic migrants.
