My opinion MLB needs a floor first before they implement a cap. A cap won’t stop the cheap owners from eating money. A salary floor will force these cheap owners to actually spend money to actually try to improve the team.

I love baseball but @MLB is ran by the biggest jokes in sports. They fail to realize a salary floor is needed far more than a cap. A cap still allows for cheap teams like the @Marlins to avoid spending money.
