It's extraordinary that so many politicians and journalists have such a complete misunderstanding of state finances. The harm done by their ignorance is incalculable.
And you can always get to full employment with fiscal adjustments regardless of trade balance.
You can't increase real domestic production at full employment apart from productivity increases. ;)
