the ideological belief behind filtering is that people will in all cases move into more expensive housing when available AND therefore, focusing on only the top end of the market is sufficient. but of course yimbys will say filtering is just when someone moves apartments.

New housing is expensive and not affordable to the poor. But the people who can afford to live in the new building vacate their old home, which is affordable. The affordability benefits of new housing are indirect.
