Validator set size, accessibility, sustainability, and network mobility are equally important. If a validator set requires non-residential uplinks, data center hardware, and corporate sponsors, then its strategies under attack or duress are narrow and susceptible to law fare.

Residential validation in Ethereum is a great source of censorship resistance and liveness. It is also great as a contingency when adversarial forks emerge or custodians exert undue power. The ability to migrate stake away from hostile custodians or data centers is important.
