Are there grassroots football fans organisations out there who like to support what I think is the world’s largest indigenous football tournament?

1) Minimum violence to curtail harmless protest or immature pranks, or 2) maximum violence (eye gouging, thuggish punching long after the event) to dissuade future transgressors?
