There is no evidence to support that. In fact there is lots of evidence that Biden's inner-circle hide his "condition" from others.
He's trying to say Hillary Clinton is a "strong candidate" who deserved incumbency treatment, comparing her to sitting VPs. The sitting VP in 2016 was told to step aside. And this guy just will defend this shit to the bitter end.
Maybe not "every" election, but it happens frequently when there is a strong candidate. See 1988 and 2000, when the Vice President (H.W. Bush and then Gore) "cleared the field" even though it was an open year.

As for 2024, no incumbent seeking re-election has *every* faces a serious primary challenge. And by the time Biden dropped out, it was too late to organize and run a primary.
