#ONEPIECE1155 It speaks in Garp's favor that Kong (probably a fleet admiral) absolutely wanted Garp in God Valley at the time, and not a another admiral. Given the history with Xebec, Kong sent the strongest Navy soldier, not an admiral.🤔
