The bill looks like a triumph of GOP sclerosis + dysfunction over attempts to remake its agenda along coherent populist (Vance) or dynamist (Musk) lines, which is why the VP is implausibly casting its details as so much "minutiae" and Musk is screaming from the sidelines.
