My interpretation of this is that Gintoki as a little kid had to unconciously raise himself to adapt the conditions he's surrounded with in order to survive in the war. He probably didn't care that much about what he wore back then, just did what everyone else was doing.
i think it's interesting that during the war takasugi wore more western coded attire and gintoki wore more traditional japanese attire, and then as adults it's flipped and gin's outfit is more western leaning while takasugi dresses more japanese style
