I live in an area with a lot of new developments. Do you know what the older apartments do? They raise their rents because the average prices in the area have gone up! My shitty apartment was $900 in 2019 and then $1450 by 2022 with NO improvements.
New housing is expensive and not affordable to the poor. But the people who can afford to live in the new building vacate their old home, which is affordable. The affordability benefits of new housing are indirect.
