+ I say I doubt they’ll elaborate because I think they wanted rui to be in tsukasa’s grade but also wanted them to not know each other prior to main story. so the transfer student thing was just for the sake of the plot.

Because in the story Tsukasa is shown to be very attach to his last name, he LOVES his last name and so to change his last name to something else feels not right to his character. Compare to Rui who doesn't seem to have a strong attachment to his last name.
