Absolutely. However, acknowledging -ve results must start first from own group, followed by publication. We all know a lot of people who get sweat by seeing negative results, and force their scholars to "somehow" get + results. This "somehow" then becomes a reason for misconduct.
I feel its not just abut having a place to publish these results but acknowledging them to be important. That dosent happen unless journals that publish "positive" results, also publish "negative" results. All done with peer review.
