Yes, exactly. Watch for this. It is indeed a common MO in targeting healthcare, in the US and elsewhere.
If they don’t try to gut Obamacare, for example, it’ll be because they have a narrow majority in the House and don’t have the votes. Likely they’ll try to kill them with a million little cuts that don’t get covered, then claim they don’t work. That’s usually the MO.

All of you Harris supporters who are wondering why you lost so many followers – many of those were Russian trolls and bots. They are now off pretending to be MAGA to induce Trump supporters to hate Ukraine.
Accounts posing as Americans replying to Ukrainians are also actively disparaging Harris and her chances of winning. It's an effort to generate demoralization and doubt about the future of U.S. support against Russian aggression. Consistent strategy across the phony accounts.
