The IDF completed its inquiry into the mortar that hit the church in Gaza. The church was accidentally hit due to an “unintentional deviation of munitions.” It was obviously not deliberate. The IDF has further clarified guidelines for opening fire near sensitive sites.

M1 mortars have, if memory serves, an accuracy radius of about 50m. That is when conditions are good and proper technique is used.
