No surveillance -- not location data, not browsing data, not communication data -- should be done. There is no amount of good that would outweigh all of the bad it enables the government to do. Last crisis they started spying, this crisis they're trying to normalize it.
I would be much more pessimistic about the future if bitcoin didn't exist.
