Can't emphasize this enough. Every power purchase agreement, for every company doing business in Texas, will have to be renegotiated to be higher as "change in law" provisions are exercised. Everyone's bills are going up if HB 3356 passes.
For any business or utility in the state that bought solar at $35 or $40/MWh, if HB3356 passes—remember it's retroactive—the developer then will tell you she has to buy 12 hrs of batteries & there's a contract provision covering change in law: new price is $100/MWh—or more.
The Texas Association of Business estimates bills like HB 3356 will raise electric bills by 10% and increase the risk of blackouts.
