Just like in Rebirth, Jenova cannot return to the Planet as she is not part of it's cycle of life. Coincidence? lol.. So, Sephiroth and Hojo will ~always~ persist in a way, because Sephiroth and Jenova are almost one in the same and Hojo fused himself with Jenova deliberately.
According to the game, lore and Maiden; they've returned to the Planet. Their individual personalities and memories have merged into the whole. Even Sephiroth isn't immune to this. Each time he was killed he lost a significant portion of himself to this process.
Tifa didn’t actively isolate Cloud, but she didn’t care for him either. Even when her friends shout “Hey it’s Cloud” in OG and RB LSS, she didn’t really react. All she had for Cloud before the water tower is apathy. Why would she inv Cloud when it will disturb the status quo?

Well according to the OG lifestream tifa was the one that isolated him but according to CTs it was mistranslated wrong , but we will see in P3
TOTP is told during the Grasslands, before the LSS in Gongaga or P3. The only reliable info from TOTifa are exposition of Nibelheim, her family and friends, her martial arts training and Midgar. Not Cloud. Tifa never invited Cloud, that is a false memories editted by J cells.

Yes, Tifa has an inaccurate memory of her childhood, and I see that we've circled back around to victim blaming. Yes, his behavior was not ideal, but it's also understandable being a child in that situation and that obviously his attitude was a cry for help.

The novella states what I'm saying explicitly. Her continuous thoughts about Cloud, and his fabricated persona, and where it might've come from; that's what awoke a "personality" that emerged from the Lifestream -- one from someone who had "all but diffused."
To be clear, I think you're misunderstanding how Zack exists in Maiden. He has absolutely diffused into the Lifestream.. He is not present by way of his own ego in the way Sephiroth (and only him) persists. Aerith accidentally conjures Zack from a remnant of what he once was.
