These bills would likely be part of a budget deal to get SEPTA funding. They establish parameters that will hopefully make Senate Republican leadership willing to pass funding for SEPTA as well. This doesn't mean the sponsors of this bill don't want SEPTA funding.
No new funding in any of these that I can see-@josephspicozzi are you abandoning SEPTA?
Notably these bills are co sponsored by fellow Philly area republicans Frank Farry and Tracy Pennycuick

Pennsylvania SB 953: Within 90 days, SEPTA must submit a public private partnership plan for one of its facilities. This seems to encourage development such as what is currently happening in Conshohocken.
Pennsylvania SB 952: the Legislative Budget and Finance Committee will create a report on the procedures and audits of transit authorities, and make that report available publicly every year
SEPTA has had to plan for two futures: one where they continue serving our communities, and another where lack of funding forces devastating changes to service. This week, @SEPTAPHILLY will put up signs letting riders know which stops could be cut and which routes could end.

This is a result of being forced to defer maintenance due to underfunding. Thankfully, Reimagining Regional Rail and a new funding solution from Harrisburg could modernize our system!
All Regional Rail lines are running up to one hour late due to signal issues near 30th Street Station in Philadelphia. inquirer.com/news/philadelp…
Do you think it would be cool if SEPTA dimmed the lights on regional rail at night (similar to airplanes) to make it easier to see outside?
Just finished a brief but productive week here in Harrisburg! I advocated for the policies that’ll keep our community succeeding, including mass transit funding, and robust public safety legislation. I’m excited to get back home to Mayfair and stop by Third Thursdays, hope to see…
We cannot abandon the next generation like this
SEPTA is urging families in the Philadelphia region to start planning now for how their children will get to and from school next month. cbsnews.com/philadelphia/n…
Just saw 2 transit police teams on the Broad Street Line (not on their phones). One walked through the train car I was in. Another was walking through Race-Vine station. SEPTA is cracking down on smoking, assault, and fare evasion.
SEPTA Key has gotten leagues better in the past 2 years. Excited to see how Key 2.0 goes!
ICYMI Contactless on Regional Rail has arrived! #ISEPTAPHILLY #HowWeRoll
When I say my entire office relies on SEPTA, *this* is what I mean! Reliable transit deserves reliable support. #septa #philly
